PURCHASING

We are seeking an organized, experienced purchasing officer to join our growing team. In this position, you will research and negotiate the best price and quality for our supply needs. You will establish relationships and serve as a representative of the company when negotiating contracts and building vendor and supplier trust as well as track and monitor the delivery and confirmation of all materials and supplies.

Duties:

· Purchase or contract for supplies, services and equipment required by any using agency, and in accordance with purchasing procedures prescribed in this chapter, such administrative regulations as the purchasing officer shall adopt for the internal management and operation of the purchasing function

· Negotiate and recommend execution of contracts for the purchase of supplies, services and equipment;

· Act to procure for the needed quality in supplies, services and equipment at least expense to the city;

· Discourage uniform bidding and endeavor to obtain as full and open competition as possible on all purchases;

· Keep informed of current developments in the field of purchasing, prices, market conditions and new products;

· Prescribe and maintain such forms as are reasonably necessary to conform to the requirements of this chapter and other rules and regulations;

· Supervise the inspection of all supplies, services and equipment purchased to insure conformance with specifications;

· Recommends the transfer of surplus or unused supplies and equipment between departments and using agencies, as needed, and the sale of all supplies and equipment unsuitable for city use;

· Maintain a bidders’ list, vendors’ file, and such other records as are needed for the efficient operation of the purchasing function.

Qualifications:

· Minimum 2 years of relevant Purchasing experience

· Experienced in working within a modern P2P system.

· Knowledge of strategic sourcing and category management.

· Strong customer service/administrative skills and experience

· Strong written and verbal communication skills with the ability to engage with a broad range of stakeholders

· Proficiency in the use of Windows based applications (Excel, Word, outlook etc.)

· Highly developed interpersonal skills and demonstrated ability to communicate effectively.

· Ability to work closely with other team members and to engage stakeholder, both internal and external.

· Ability to work within a high-volume transaction and diverse business environment

· Excellent time management skills, flexibility, and an ability to work unsupervised and under pressure

· Excellent attention to detail with high quality data entry and typing skills
