The Quantity Surveyor is responsible for cost management throughout the project lifecycle — from pre-contract estimation and tendering through to final accounts. The role focuses on maximizing project value, ensuring cost efficiency, and managing commercial risks. The ideal candidate will have strong knowledge of construction methods, contract administration, procurement, and financial reporting.

Key Responsibilities

Pre-Contract Estimation and Tendering

• Prepare preliminary and detailed cost estimates, Bill of Quantities (BOQ), and cost plans for proposed projects
• Conduct risk assessments and value engineering to optimize cost without compromising quality or scope
• Prepare tender documentation, evaluate bids, and provide commercial recommendations

Cost Planning and Budget Control

• Develop and maintain project budgets, cost plans, and cash flow forecasts
• Monitor and report on cost-to-complete, forecast at completion (FAC), and cost variances
• Provide input on procurement strategy and supplier selection to optimize cost and value

Contract Administration

• Prepare, review, and negotiate contract documents, subcontracts, and procurement agreements
• Assess variations, change orders, and time extensions; quantify and value variations
• Manage interim payments, valuations, and certification of contractor payments

Valuation, Payments, and Final Accounts

• Monitor site progress and prepare regular valuation reports
• Prepare final accounts and assist in settlement of outstanding claims with clients and contractors

Measurement and Documentation

• Ensure accurate measurement of works and maintain up-to-date BOQs, schedules of rates, and cost records
• Maintain thorough documentation for audits, claims, and disputes

Risk Management and Compliance

• Identify commercial risks and develop mitigation strategies
• Ensure compliance with applicable laws, regulations, building codes, and company policies

Stakeholder and Team Collaboration

• Coordinate with project managers, engineers, procurement, and subcontractors
• Communicate cost-related information clearly to clients, management, and site teams

Value Engineering and Cost Optimization

• Propose alternatives or changes to improve value and reduce lifecycle costs

Reporting

• Produce monthly cost reports, spend forecasts, and financial dashboards for stakeholders
• Present commercial updates to clients, internal teams, and senior management
