Job description

• Ensure compliance with DOLE-OSH standards and other relevant national and local laws
• Implement company safety policies, procedures, permits, and guidelines specific to refinery operations.
• Conduct Job Hazard Analysis (JHAs), risk assessments, safety audits and inspection of plant facilities, pipelines, equipment, storage tanks, etc.
• Identify hazards (chemical, mechanical, environmental, fire, explosion) and propose appropriate controls.
• Prepare and submit incident / accident reports (internal and, if required, to government agencies).
• Assist in preparation, review, and drill execution of emergency response plans (e.g., fire, spill, explosion, evacuation).
• Ensure necessary emergency equipment is available, functioning, and maintained (firefighting, spill kits, alarms).
• Perform regular site walkthroughs / inspections of operations, maintenance works, confined spaces, working at heights, etc.
• Maintain safety records – training logs, incident logs, inspection/audit reports.

Qualifications & Requirements

• Certified Safety Officer I (SO I) under DOLE-OSH regulations (i.e. 40-hour Basic Occupational Safety & Health / OSH, Safety Officer II category) and any relevant additional accredited training.
• Strong knowledge of refinery safety hazards (e.g. flammables/explosives, hazardous chemicals, process safety management).
• Competency in conducting risk assessments, JHAs, audits, accident investigation, emergency response.
• Excellent communication skills (verbal, written) in both Filipino/English. Able to train, influence, coordinate with various stakeholders.
• Strong observational skills, attention to detail, ability to enforce compliance.
• Ability to use MS Office; report preparation and data tracking skills.
• Physical fitness and ability to go onsite, climb, inspect, sometimes in challenging conditions.
• College Graduate
• 1-2 years of experience in safety management
• Certification in safety management is a plus
